So, how do I open this? I have the .pak file extracted but nothing to open it with.

You may need an OpenBOR engine. You can go download it at Chrono Crash. It's recommended to download the latest version but beware that some old games can work on new versions, some cannot work,

You open that OpenBOR.exe and go to Options Mode, then go to Control Options to configure the player control you like.
