I have checked it and it turns out you haven't set anything for victory pose. You have to set FOLLOW1 animation for this + extra files needed for this.

Anyways, attached is patch to add to your mod. This patch will install victory pose for Logan.
Since there's no specific animation for him, I just use copy of his SPAWN animation for his victory animation i.e FOLLOW1
xmodels.txt is filled with extra lines you should add to your models.txt. Don't copy the former but instead copy those lines instead to models.txt

There's typo there, and it was caused by autoedit to smiley function this board has. It should be like this:
